Approving Cares and Moving Children - Care Inspectorate Advice
AFA Scotland raised a number of questions with the Care Inspectorate on the basis of discussions at its online practitioner forums - where concerns relating to the requirements for approval of carers were highlighted. The most pressing questions relate to capacity in the fostering system – i.e. the need to approve foster carers and if appropriate to move children on to create capacity. There is a particular concern about a growing problem of children being stuck in placements because of an inability to arrange hearings to allow them to move on – and the impact this will have not only on those children, but on the capacity of the fostering service at a time when it is stretched to its limits.
